Abstract
The gap between the different classes of income has widened and there were two levels, the upper and the lower classes of income as a result of the inflation factor and managerial corruption .Therefore, there was a necessity to analyze and measure welfare and it’s relation with income distribution fairness in the city of Dohuk as a case study for the year 2011, through the form of a questionnaire . One of the most important indicators which the researcher used is Lorenz curve, genetic coefficient , coefficient of variation and the economic welfare index . The most important sources of data are the published statistical reports and the field works (form of questionnaire).The researcher selected 500 families from 76 residential districts which were selected randomly ;then, he gathered 330 answers. Among the most significant results that the researcher concluded, is the existence of a considerable variation in the income distribution in the interest of the upper classes through the aforementioned factors. It shows that %60 of the population of Dohuk are receiving %38 of the total income .Finally the study suggested several recommendations , among the most important of which are the need for the government intervention to redistribute the income in favor of the lower classes through appropriate fiscal policies and creating other sources of income .
