Abstract
Public services center is important in the life of the individual to relate the daily conduct of his needs daily, and is linked to economic development the extent of the development of the State in this sector, which constitutes the backbone of everyday life in the state, and that the provision of public services are well contribute to poverty reduction in countries world, and in Iraq are suffering most of its population from the denial of public services (infrastructure, health, education, housing), which had a direct impact in increasing poverty, despite the disparity service between the provinces of Iraq and the disparity in poverty rates, as well as the lack of municipal services, environmental (potable water, sewerage services, waste collection service) also contribute to increased poverty in Iraq. .
