Abstract
The study aims to solve the problems in the structure of the Education General Directorate in Nineveh City, that caused from large momentum for its services, and the low performance quality, in added balance lack in the configurations staffing, study assumed that the cause of these problems is small organize of the Directorate, which reflected negatively in the inability to absorb the great momentum of its administrative services, as well as there were several flaws are overlapping in the powers regulatory of jobs, and duplication and conflict in the tasks of the other jobs. The study found three solutions, the first is to build a new structure, the second is to depart the Directorate into two directorates, the third is to enable education departments in districts and areas, has been studying these proposals individually in some detail, and study its positives and negatives and evaluated it according to several criteria, and put a mechanism to ensure the application of one of these solutions proposed, has been use several techniques to collect the necessary information for the Directorate the most important are interviews and meetings were held with the Director of Education, associates, department managers, to gain regulatory reform that will ensure scientific reliability and validity in practice. ً.
