The issue of health service quality has become a growing global concern in an effort by medical organizations to provide the best health service that achieves maximum satisfaction for the beneficiary.
This study represents an attempt to evaluate the performance of Al-Salam Hospital in Mosul from the perspective of the beneficiary, and the subject acquires great importance derived from being one of the contemporary technologies for designing the hospital performance evaluation system, which is one of the strategic management systems.
Due to the limited studies that focused on the views of the beneficiary about the level of health service, the study focused on the components of the quality of the health service in order to study the evaluation of the views of the beneficiaries of the dimensions of the quality of the health service provided to them, to know which of the dimensions of health quality achieves the greatest possible satisfaction of the beneficiary for the purpose of activating it in pursuit of achieving The highest possible satisfaction and to improve the reality of the medical service in the organization.

The aim of this study is to show the attitudes and behaviors of top management towards the total quality management and the aspects of applications on the industrial searched companies. The appropriate recommendations have been proposed to adopt the modern philosophy and approach through changing the organizational culture of quality culture.
This will be achieved by the training program, sharing of knowledge experiences and focus on the processes and results, instead of focusing on the results and also adopt the customer driven policy. As will as adopting effective information and systems.

This study aimed at identifying the requirement of applying total quality management in the general administration of civil affairs and the readiness of the responsible for applying the total quality management and exploring the future policies which lead to apply the total quality management. The researcher used a descriptive analytical procedure for analysis the data and used questionnaire to collect data. The sample was some officers in the General Administration of Civil Affairs. The researcher used random sample (198 officers) from the total number of the officers (104 officers), then the researcher used statistical analysis (SPSS program). The most important results the researcher arrived to be that there are necessary requirement which are seen by the studying sample for total quality management application and there recommending which are desiring attention portend the studying sample represented by training requirement ,managing , organizing , motivating social and technical .The most important recommendation which are recommended by the researcher is the focusing and the training special sides satisfying with personal characters for the persons of the studying and studying all the Providing the required requirements and Investigating and analysis the results of this research which constitute a successful step towards applying total quality management and also for executing the business which the general administration of civil affairs.
